having a Gold Account lets you have ten pets, that's the first step - after that, I bought Mystical Montre Plushies and Mystical Donadak Plushies until I reached 20 - that's the maximum you can get with the plushies. The mystical plushies come from the Cash Shop - the Montre one gives you one extra pet slot and the Donadak one gives you two. You need to have a gold account active in order to use them.

and pet number 21 came from a loyalty box, which is the prize for being a member for two years.
